Personally, I am in favour of an expressway. Rue Notre-Dame is heavily used by trucks and other vehicles. Turning it into an expressway will save time and money and even reduce pollution. Idling vehicles produce greenhouse gases and particles that reduce air quality of the neighbourhood. It also increases the accessibility of the area which can stimulate population and economic growth. New development and industries will move in. There will be no demolition of buildings or expropriation of lands. The expressway can readily be built on lands acquired by the government in the 60's and 70's. There will be new parks to compensate the lost of green space and residents will have access to the river with specially designed parks. Autoroute 720 will be used to its full potential by completing a second East-West link on the Island of Montréal other than A-40. It can alleviate the traffic load of A-40 and even the Champlain and Jacques-Cartier Bridges. Reserved lanes for buses or high-occupancy vehicles be arranged in the expressway to provide public transit or car-pool opportunities. Of course, it has its weakness, too. However, I do not think it would be a disaster for the neighbourhood. There is more good than evil.
